Emergency Communications Plan

Purpose:
To pre-designate radio channels that will ensure communication between Lee County Emergency Operations Center (EOC), Lee Control, and the 10 geographical divisions. This is designed to give an overview of the Geographical Division operations during a large scale event.

Level 3 Activation:
For every day use; 800 MHz, 821 channels as assigned by Lee Control. Reference the Lee County Emergency Plan as a storm or potential emergency approaches. All personnel should be contacted 72 hours prior to the storm via pager, when possible. All personnel designated within each agency should start to monitor the 821 System, FIRE BRANCH channel. (Area Command Talk Group. See communications matrix below.) The Fire Desk from the EOC will notify Lee Control when to discontinue AVL recommended responses. Unit selection will then be coordinated through the Geographical divisions and the Fire Desk. Lee Control will be notified when to resume AVL recomneded responses.

Level 2 Activation:
Activate Area Commanders (10 geographic divisions). All geographic divisions to establish communication via assigned 821 channel as per matrix. This will be the assigned channel used by the Emergency Operations Center to contact each division. Contact EOC Geographical Division Ops (fire branch) on AREA COMMAND on 821 MHz system and Z7-1 A/C on 806 MHz system as indicated. See communications matrix below.

Level 1 Activation:
Same as Level 2 Activation. See communications matrix below.

Transition Period
The Fire Desk from the EOC will notify Lee Control when to discontinue AVL recommended responses. Unit selection will then be coordinated through Geographical divisions and the Fire Desk. Lee Control will be notified when to resume AVL recommended responses.

System Failures:
821 System Failure:
  Switch to assigned 806 channels
800 System Failure:
  Switch immediately to the VHF back-up plan.

All Hazards Communications Plan

Purpose:

To provide a quick reference guide for Responders to activate and utilize the All Hazards Communications Plan.

Scope:

The All Hazards Communications plan is designed for emergency responders to establish functional communications when an incident escalates beyond the communications capabilities of a routine daily incident. It will be the direction of the Incident Commander to activate this plan, and to make that request to Lee Control.

Overview:

All Fire and EMS radios within Lee County have been programmed to mirror channel line-ups and functional controls. Each radio has a total of 15 seperate channel banks that are referred to as zones. Each zone is designed for a specific function and or incident need. Below are some specific points for utilizing the All Hazards Communications Plan.

Zone 1 is designed to utilize for initial response and day to day operations. A majority of the incidents will be handled off this zone.

Zone 2-4 are designed to be utilized on larger incidents where an Incident Commander has determined a need to expand the Incident Command System and where a significant amount of additional resources will be utilized and or needed.

When an Incident Commander has determined that implementation of the Communication Plan is needed, he / she will request a command zone from Lee Control. Once the zone has been assigned, all communications will be assigned based upon the provided flow chart. There are 3 zones available for use, so multiple large incidents can be operating simultaneously.

Tactical channels on each zone mirror the zone designation. For example, Zone 2 has Tactical 21-25. zone 3 has Tactical 31-35, etc.

For each zone, there are channels designated for ICS functions that have been assigned and labeled as such. Examples are, Command is on IC, Operations is on Ops, Staging is on Stage, etc. There is also an Area Command channel on each zone, which is a common radio link to the EOC.

If there is an activation of the Geographical Divisions based upon the Lee County Emergency Management Plan, the Zone 5 will be utilized. Each Geograhphical Divisions has their own channels, and the make-up mirrors Zones 2-4.

Common Utilized Zones:

When responding mutual-aid to Charlotte County, Punta Gorda, or Desoto County, the Channels can be loaded on Zone 13.

When Responding to Collier County for mutual-aid, there are 2 Lee-Collier mutual aid channels located on Zone 6.

State-Wide mutual-aid channels are located on Zones 14 and 15. If responding to a State incident identify if they are using the old or new channels. Old Channels are on Zone 15, new channels are on Zone 14.
